Does this mean there will be an improved rewards program for the Silver VIP level, I feel that we should have an improved earning on points as opposed to the same as everyone else.

Hello Paul, the most notable improvement to the Silver VIP tier is that Silvers now get 5,000 anniversary Reward Points – this is 5X more than before.
